CONSULTING SERVICES
Safety & Security Technical Assistance - IKJ develops and manages the agency’s Safety & Security Certification process from the design phase, and construction to revenue service. Assists State Safety Oversight agencies with program standard enforcement.
Program Management Oversight - IKJ partners with the Federal Transit Administration (FTA) to provide Project Management Oversight (PMO) professional services for its grant programs and capital projects.
Safety Management System (SMS) Training & Implementation - IKJ offers public transportations agency safety plan (PTASP) development, training, and internal reviews.
Security Training - IKJ offers preliminary hazard analysis (PHA) and threat & vulnerability assessments (TVA), comprehensive security assessments, security system gap analysis, and active shooter and transit employee assault training.
Emergency Protocol Development (EPD)- IKJ offers process procedures and development for inclement weather, pandemic, flood hazard vulnerability, evaluation planning and training.
CONSTRUCTION SERVICES
➢ Construction & Risk Site Assessments – IKJ offers regular or monthly construction progress site assessments to ensure that the proposed improvements on project site are progressing as required in the contract/agreement

Our President & CEO
Mrs. Evelyn Hawkins is an experienced Board-Certified Safety Professional (CSP), Licensed Highway & Railroad General Contractor, Safety & Security Project Manager, and WSO Certified Safety & Security Director.
She has considerable experience in many areas of Safety Oversight, Safety & Security Certification, Construction Safety & Project Risk Management, Safety Management Systems, Emergency Management, and Internal Safety & Security Audits for both rail and bus transit systems.
She is a superb businesswoman, entrepreneur, and consummate professional. She is dedicated to ensuring quality client services and deliverables designed to enhance the communities in which we live and work.
Mrs. Hawkins earned her Bachelor of Science degree in Business Management and Master of Science degree in Technology Management - Environmental Health & Safety from North Carolina Agricultural Technical State University in Greensboro NC.
She is also a proud member of Delta Sigma Theta Sorority, Incorporated and was honored to be a recipient of Railway Age magazine’s Women in Rail Award in 2022.
