Evelyn Hawkins is the Founder and Chief Executive Officer of IKJ Enterprises, an emerging leader in AI-driven safety, security, and compliance solutions. With more than a decade of industry experience, she has positioned IKJ at the forefront of innovation across public transit, critical infrastructure, and private-sector security operations bridging advanced technology with mission-critical operational environments.

Hawkins holds a Bachelor of Science in Business Management and a Master of Science in Technology Management - Environmental Health & Safety from North Carolina A&T State University. In 2025, she earned a Master’s in AI Management and Policy from Purdue University and is pursuing her Juris Doctorate at Purdue Global Law, expanding her expertise in AI governance, ethics, and regulatory compliance.

Under her leadership, IKJ delivers AI-enabled safety assessments, predictive maintenance and fault detection capabilities, compliance automation, cybersecurity support, and intelligent risk-governance systems. Hawkins is a Board Certified Safety Professional and an active contributor to national dialogues on safety innovation, AI governance, and ethical deployment frameworks.

PROJECT EXPERIENCE
DC Streetcar (DCS) –Washington DC - Served as Project Manager providing On-Call Support Services; Assisted with DCS SSO Triennial Audit Review; Served as Lead Auditor for client's Internal Safety Audits; Served as Evaluator in DCS Power Overload Functional Exercise;
Chicago Transit Authority (CTA), Chicago, IL - Developed and maintained PHA for CTA Redline Project; Attended weekly GEC meetings; Reviewed and commented on project design drawings and specifications.
Capital Metro (CMTA) – Austin, TX - Provided Safety & Security Certification Management Services for Capital Metro’s Downtown Station project; assisted with tabletop and full-scale exercises; verified compliance of ADA compliance of platforms and stations.

Capital Metro (CMTA/HNTB), Austin, TX - Developed PHA for Timber Bridge Replacement SSC project.
Puerto Rico (NMEAD) - Assisted the client with onsite FTA triennial Audit Review & State Safety Oversight support to NMEAD.
Durham-Orange Light Rail Transit –Durham, NC – Provided State Safety Oversight to Go Triangle’s light rail project; Provided ongoing support to the Chief Safety Officer.
St. Louis Loop Trolley- St. Louis, Missouri – Provided Safety and Security On-Call support with Loop Trolley Pre-Revenue Testing.
Maryland Transit Administration (MTA)- Baltimore, MD –
Provided On-Call support with MTA’s safety compliance and internal audit processes.
WMATA-Washington- Provided team support with WMATA’s 8000 Series Vehicle SSMP and Tagging Relay Pilot Program.
SRTA (ATL) – Atlanta, GA - Served as Project Manager to update agency PTASP; Conducted onsite GAP assessment; Participated in weekly ATL update meetings.
Metropolitan Transit Authority (MTA), Houston, TX - Served as Lead Auditor responsible for conducting Internal Safety Audits on Elements of SSPP; Developed audit checklists and schedules for clients' ASP internal reviews for bus and rail modes.

Metropolitan Transit Authority (HMTA), Houston, TX - Updated and developed Safety & Security Certification Program training materials for the client; Provided support with Rail Operations Center.
Cincinnati Streetcar, Cincinnati, OH - Served as Lead Auditor
conducting Internal Safety Audits on elements of the agency safety plan (ASP); Worked with clients to develop checklists and schedules for ASP internal reviews for the streetcar.
Regional Transportation District (RTD), Denver CO- Provided
team support by developing and analyzing Gap Analysis for SMS.
Dallas Area Rapid Transit (DART), Dallas TX - Provided team
support with developing and implementing DART’s PTASP.
